DUKUNGAN DANA ALOKASI KHUSUS (DAK) FISIK TERHADAP PROYEK PRIORITAS STRATEGIS NASIONAL : PENGEMBANGAN KAWASAN FOOD ESTATE KABUPATEN HUMBANG HASUNDUTAN DI PROVINSI SUMATERA UTARA
Abstrak
Writing a paper to find out and analyze the planning and implementation of the allocation of Financial Transfers to the Regions through the Physical Special Allocation Fund (DAK) program in support of the Major Project including the supporting and inhibiting factors, especially for the development of the Hambang Hasundutan Food Estate area in North Sumatra. The analytical method used is descriptive qualitative analysis using secondary data to identify the planning process and utilization of Physical DAK, analyze the effectiveness of its use in supporting the achievement of the objectives and benefits of the Major Project. Readiness and involvement of local governments in implementing Major Projects funded from DAK will be seen so that obstacles and potential support for successful implementation will be known. Looking at the conditions and work order of the food estate project in Humbang Hasundutan district, for 2023 it is recommended to utilize the existing land with clear off-takers mechanisms. This step will accelerate farmers and land owners to join (including the 4 buffer districts) in the food estate program, prepare the institutional capacity of farmers (corporations) to cooperate with off-takers, encourage the Ministry of Agriculture to develop seed and fertilizer innovation and technology, and it is necessary to plan targets. reached the point of 2024, so the food estate program cannot continue and be sustainable.
